Oh, okay. I'm looking in /home/cvs/repository/CVSROOT/ for the password 
file, but it does not appear to be there. Can I create one somehow, or use a 
template, or did I do something wrong at the start?

I think jacob was refering to the CVS password file.

/home/cvs/repository/CVSROOT/password


That file holds the information for users allowed to use CVS.
