I've never used IPCop so I cant comment on that but Smoothwall has been 
pretty good
for me so far, very easy to set up even for newbie like me.
Some of the people behind it can be abrasive (not without cause for the 
most part)
so i would reccomend docs and mailing lists etc for problems, or buying 
their commercial
versions if you want to get fancy with it.
VPN was easy to set up.
You need at least 16MB RAM to apply some of the patches.
There is a 2.0 version out but I havent any experience with that.
IPCop was a fork of Smoothwall as understand it (caused a few arguments)
