Sure they should be allowed to develop networking products. Of course I wouldn't recomend buying any of them :-). The thing that bothers me is that MS made their billions by being a software only company. This is what seperated them from the IBMs and Apples of the day. It now seems that they are trying to get into the hardware market with mice, keyboards, xboxes, networking equipment, etc. I'm just wondering if it will work out for them now. As for what OS they run, I think it would be funny if they ran Linux or BSD, but more likely they will run on some sort of WinCE OS.
