there a few timesheet apps that run on apache w/php or perl as well as some
Java based solutions (don't know how they handle networking, if at all,
though) listed on freshmeat.net ... if you search there you should find
several such projects, like:

perhaps one of those will fulfill your needs. best part is that you get the
source so you should be able to whip up custom reports pretty easily for your
accounting staff...

hard to say, of course, since i've never seen what you have on paper =)
