What exactly is not compliant with the mpeg created by ffmpeg (what is 
vcdimager complaining about)?  Is it the audio or video stream or both?  For 
a vcd the maximum video bitrate is 1152kbps (mpeg1 video) and for audio the 
maximum bitrate 224kbps (mpeg1, layer2 audio).  Thats why i used those values 
in my previous message.  Perhaps your dvd players' decoder cannot handle the 
max values and you need to lower the bitrates manually before it will work.  
Only way to find out good values is by trial and error.  Also, when 
re-encoding you don't have to do the entire file to see if things are 
working.  You only need a few seconds of output then press q or ctrl-c to 
abort and see if the result is valid for vcdimager.  Saves a lot of time and 
you can experiment more.
