i don't know of written docs off the top of my head but i do know that there 
are several open source implementations of the protocol including:

  kopete
  gaim
  kmess (i think that's msn?)

kopete's implementation includes file transfers, server side contact lists, 
and works pretty flawlessly IME.. i'm using the version from CVS in the 
kdenonbeta module... earlier versions had/have various issues.

so if you can't find written protocol specs, i'd suggest grabbing the source 
for one of the apps that already implements MSN and see what they did... if 
you'd like i could send you a tarball of the msn protocol plugin for kopete 
(it's probably ~200k of source) ... it seems all of the protocols specifics 
are in the *socket*.cpp files and are pretty easy to read through...
