I've been playing around a bit for you. I'm sure you can do it in The Gimp, but the best I could do was make it grayscale. Kpaint has the option to change the number of colors, but the docs say it only works on certain image formats, and none of the ones I tried would work. The program I got to work was Image Magic and I did it successfully to a jpeg. Just open the image in Image Magic, left click on the image to bring up the menu, click "Enhance" and then choose "Quantize". This will bring up a dialog box that lets you change the number of colors.
