It is not across the Internet.  It goes across a dedicated line to another
company.  There are actually 2 servers there, and I can not ping either.  I
strongly believe the problem is with the routing on IPcop1, because packets
destined for Server don't seem to even reach the 192.168.13.0/24 network.
