You can use boot floppies in place of NICs with Boot ROMs.  The only
difference is the small amount of time the computer would need to boot off
of floppy (Couple seconds) and each computer would need to have a floppy
drive.  NICs with Boot ROMs in them really only offer the convenience of a
closed system where you don't need any kind of drive and the computer
becomes self bootable.
