If he's just planning on serving out static web pages, then it should be as simple as installing and configuring Apache+Linux then copying over files. A day's worth of dedicated effort.
OTOH, if he's doing some ASP scripting, it might take a while to port it to either mod_perl+ASP or, better yet, PHP.
I would advise him to subscribe to the list if he encounters any errors.
Oh .. and read lots of docs. Most cover 90% (pulled out of thin air, but a good guess nonetheless) of the problems he/she might encounter.
