PC Financial works fine with konqueror, I just used it 5 minutes ago.  Like 
Aaron said earlier, you have to change the user agent to something else.  

Under konq's browser identification I have added pcfinancial.ca and 
www.banking.pcfinancial.ca to the domain specific policy with the identity 
Mozilla/4.0 (compatible; MSIE 5.5; Windows NT 5.0).  You also must enable 
cookies and javascript.

I'm using konqueror from kde3.1 on debian but the site also worked with 
kde3.0.  Does your browser work with other secured sites?  Maybe you need to 
install an additional crypto package with your distro.
