One way to allow multiple users to share files in a specific directory is to make all the users part of the same group (in this case apache) and use the setgid bit on the directory with the command chmod g+s. In this situation when a user creates a file in the directory which is also owned by apache the file will be owned by the user, but will b part of the apache group.
