the blunt trauma way is to delete it's settings. for KDE apps they are always
kept in the same place:
$KDEHOME/share/config/<appname>rc
that's it's general configuration... extra data (which includes things like
toolbar modifications) will be in:
$KDEHOME/share/apps/<appname>
$KDEHOME defaults to ~/.kde

what do you mean by "toolbar is still toasted"?
in any case, toolbar, menu and keyboard shortcut modifications are usually
stored in $KDEHOME/share/apps/<appname>/*ui.rc files...
