With regards to the time zone issue... Can't remember which one off the top of my head - but it's detailed in the Gentoo install guide - you're still running Gentoo aren't you? :) In this file you set if your are running UTC (I hope I got that right), or "local". This value determines what your hardware clock is set to, then any time offsets are done from there.
