I've heard some of my other friends had issues with ProFTP as well.  have you tried vsftp?  I've had very few issues with it and you might have better luck with it.  Also can you ftp with a user on the system?  You might not have the port open.  Have you added the daemon to xinet?  or in init.rc directory?  Might open some more possibilities for you.

so did you:
(rename it to # 'proftpd.conf' for actual use.
    

lol that'd be classic...but ya its named right. To answer the next question, 
yes Im remembering to restart the daemon after I edit the file. Its 
definately reading that file for its settings.
