the article says they are after 'suspects of "egregious" uploading of music files'. this is the same type of people the yankees went after, I think they called them super-nodes, or something to that effect. so yes, it looks like if you download but don't share, you're not gonna be having any legal troubles. but we all know that p2p doesn't work if nobody shares.
