I've noticed something similar with OOo draw. If I do not include the correct margin for my printer's non-printable area (usually 1/4 inch top and sides and about 1/2 inch bottom) the program scales the full-sheet output to fit within the printer's printable area. I added a margin area slightly larger than the non-printable area around the edges and the output stopped scaling.
