Try getting RPMS from here :

ftp://ibiblio.org/pub/mirrors/kde/stable/3.2.2/RedHat/Fedora/

Or other mirrors listed here:

KDE 3.2.3 is strictly Fedora Core 2 AFAICT.  This mirror has just Fedora with 
directories for  i386, noarch, and SRPMS I believe.
