Might want to consider rolling your own. Its not that difficult. Most of
the embedded devices I have worked on have been based on the arm
processor.

I have found it rather advantageous to build up a kernel from scratch
for the target processor, then build up busybox, and use that as the
basis for a product.

Rolling your own isn't that difficult. But BusyBox is your friend!
