I think PHP would be a good choice, usual learning curve 3 months for 
programmers, and a bit more for non programmers. Good clean language 
structures. Opeion of using procedural or object oriented sinthax. Builds on 
your x web html js experience, and works as a shellscript aswell 
(cli/cgi/module) . Platform indipendent (sort of) available for winxx, Linux, 
unixes, bsd, i think even on macosx (freebsd based)
