Portage doesn't use the standard location for the DISTCC_DIR tree (usually ~/.distcc). 
It uses /var/tmp/.distcc by default, though you can change that in make.conf.

Use a command like 
DISTCC_DIR=`portageq envvar DISTCC_DIR` distccmon-gnome
to monitor Portage activity.

This is noted in the Distcc documentation for Gentoo from
