It sounds like those who are interested is this dual "red" nic thing (I am assuming that this is IPcop's terminology for a dual/multi homed setup) would be interested in the Linux Advanced Routing and Traffic control HOWTO found at: http://lartc.org/
The best prepackaged netfilter script in my experience is gshield. Out of the box it supports the usual things, but it allows for your manual netfilter rules. I only use gshield in straight forward situations (ie a NATing a cable modem or DSL connection for a small office), for my actual servers and more complex deployments we use custom netfilter scripts. A good howto can be found here: http://ipmasq.webhop.net/ Not sure if BGP is worth the effort as I don't believe that shaw and telus will "co-operate". They didn't the last time I checked, which admittedly was two years ago. Hope those links help.
