If everything works at your place but not at his place, then I would suspect a 
noisy source of power.  Did you have it plugged directly into the wall?  If 
so, try putting it through a (good) surge suppressor.  If you're still 
getting problems try putting through one of those cheap UPSs.  If you already 
have a surge suppressor, try a different one.

A 250W power supply is a little small, but may be just fine (does he have 
multiple drives? DVD/CDs?  USB devices that get their power through the USB?  
Do they all run at once?  If not, then 250W is probably fine.  Again though - 
it works fine at your place (presumably with the same PS), so that shouldn't 
be the issue.
