Not sure if you are responding to my post here but just in case.
No, not at all, anyone is welcome to participate, I just think if you want
to actually have a vote  in the way things are set up and run you should
make the small effort to sign up as Tier 2, financially it is a small burden 
and is a much simpler way of providing the operating funds we need than 
donations, its easier to track and it's very simple to provide the needed 
transparency.
For myself, my current financial situation is very poor, but I will find the
money for renewal somewhere.
Some of the people who have made objections to "pay to vote" are 
doing so (I think) purely from the principle point of view which I
understand, but I think the current setup is a very reasonable
compromise, it would be different if the sums were larger but
at $1.67 per meeting?

Yes, the current setup is great value, not only financially, but in the
help that is so freely given. I know I have gotten back more than
I have given in both ways. 

And it's going to get better.
