lftp will do both:

mirror remotedir tolocate
mirror -R locatedir toremote

I found the number one ftp command I use is "mirror" which does exactly
as it sounds. I use it to mirror a site or directory.

For example, you connect to my ftp server, login and see a directory
called mp3. You could run `mirror mp3` and the client would download
every file and make every directory under mp3 - until I have a mirrored
copy :)

I do not think that gftp has this, and last time I check kbear did not
