It is not an executable that you can run from the command line. I am using a Sun JDK that I got from the www.java.com. My java plugin is called "javaplugin_oji.so". Plugins are kept in the directory "/usr/lib/mozilla/plugins". If you are using mozilla then look in the menu Help>About Mozilla. If you are using Firefox then look in the menu Edit>Preferences>Downloads>Plugins. These will tell you what plugins are active. If you have a file like I mentioned above then either copy the plugin to "/usr/lib/mozilla/plugins" or make a link from the file to that directory and restart your browser. Konqueror will use the same directory. I have assumed that you are using mozilla as your browser and or KDE.
