Which ATI card do you have? I know that for Radeon 8500s and up the Firegl (ATI Driver) has TVout support built in. I have not tried it but you enable TVout when running through the fglrxconfig script. It asks you.

I am not that experienced with debian but you could just try and install the ati rpms from there site using alien (if that's right). Better yet I am sure someone on the list can point you at some pre-made ati driver debs.

Now I don't know how familar you are with TVout but you will need to also set the right resolution for the TV. TV with SVideo In can probably do 800x600 @ 60Hz but some will do more. Pretty much every TV can handle 640x480 @ 60Hz so you should start with that resolution.

For anything before an 8500, you probably want to look at the Gatos Project.
