I would try both and let the user decide.  Generally, I find that
windows users have an easier time migrating to KDE than GNOME.  I also
personally like KDE better.

<disclaimer>I like GNOME less and less with every version, and KDE more
and more with every version.  Years ago I was diehard GNOME fan (well, I
guess not all that diehard), and now it is usually the first thing to
get purged.</disclaimer>

If a small footprint is crucial, consider fluxbox.
