Sure if you use the PHP installers out there that drop in PEAR, and all of the 
extensions, and ISAPI modules, and things like libmysql.dll which is over 1MB 
itself.

all you really need is the core PHP dll, and the cli exe and possibly a couple 
of other additional dlls.  < 10MB.  Under 5 MB by a quick glance calculation. 

I don't really understand your opposition to a few MB of disk space when your 
solution was to install cygwin.

As I said before ... you can strip out all of the junk you don't need like 
apache/IIS handling, and all the extensions, and the PEAR module, and ...

By all means do what you want, this is an easy solution to your problem 
though.
