According to http://www.terrasoftsolutions.com/products/ydl/ "Updated partitioning tool enables you to resize existing partitions (ie: OSX), elliminating in most instances the need to reformat, repartition, and reinstall OSX." It doesn't mention older MacOS versions (probably because no one uses them anymore), however GNU Parted says it will resize HFS/HFS+ partitions. Although, "The start of the partition must stay fixed" and "Parted can only shrink HFS and HFS+ filesystems".
