Errrr...No it doesn't, it does offer to start the reply as a top post, but
it's quite easy to move to the botom and trim the quotes as needed.
Unless I'm misunderstanding you?
Also, you can activate POP and use another client to read your mail

Yup I guess it is pretty easy.
And I have no desire to use a client. That's the point of gmail :D for me anyways.
