Not necessarily.  I honestly don't know how to change it or how it
chooses in what mode to run  in, but I log into my work desktop (an XP
machine) all the time using krdc from home and I get my desktop just
as I left it.  Connecting to Windows 2003 servers, however, creates a
new session separate from any console session that is running (though
you can leave that session running and reconnect to it later). 
Probably has something to do with the sort of stripped down Terminal
Services that comes with 2003.  Alternatively, remote desktop (on XP)
can work in the "remote assistance" mode, in which you connect to a
system and both you and the person sitting at the system can see what
is going on (when I connect to my work computer remotely in its
current mode, it locks the desktop if it isn't already locked, so a
passerby can't see what I'm doing).  "Remote assistance" is very much
like how VNC works (the free VNC, that is.  You can pay for versions
that work in a more "terminal services" sort of way, I believe.)
