kde currently doesn't have a built-in means to sync app config and data 
between installations so you have to build something yourself.

the konq bookmarks are found in `kde-config 
--localprefix`/share/apps/konqueror/bookmarks.xml

you could either simply copy that file between the machines from time to time 
or you could set up rsync on the desktop and pull that one file across to the 
laptop whenever you connect to the network...
