I think I will need something which is tailored towards employee scheduling. Unfortunately I have yet to find something that does exactly what I want. I have found some of the features I need in various applications, but nothing that completely fits the bill. The closest thing I've found so far is probably TeamWork ( http://www.schedulesource.com/software/workforce_software.aspx ). They are way over priced though. It's true that many companies give significant discounts to non-profits. We actually found that it would be significantly cheaper to buy exchange rather than setup Kolab and buy liscenses for outlook connectors.
