Update for the archives. The workaround solution for the problem was to disable TCP SACKs on the CVS server.
The sysadmin for the CVS server is not all that cooperative. Eg. would not enable icmp for pings and was hard to get responses from. But we did figure out that my Fedora firewall would reject the CVS server packets immediately after an SACK was received. SACK are supported by all of the Linux kernels that I tested so I'm guessing it was a problem somewhere with their network setup. They were using a Sonicwall firewall and I suspect that it may have been mangling the SACK packets. But I have been unable to confirm this with out the help from the CVS admin. Anyhow, with SACKs disabled I have been able to access that CVS server without any problems.
