is it he fingerprint or the key id that is supposed to be handed out? i've been giving my Key id...

Hi Micheal,
Yes you are correct, the 8 digit hex number is your Key ID.

You should bring the key 'fingerprint' (see below) printed/writen
out on a piece of paper, along with some government ID (drivers license
or passport) if you'd like to exchange keys.

The fingerprint is a method to ensure that when I download your key
later, that it is the right one and has not been tampered with.

You can get your fingerprint with the command (in a Xterm/Console):
gpg --fingerprint <email address>

ie.
---
[EMAIL PROTECTED]:~$ gpg --fingerprint [EMAIL PROTECTED]
pub   1024D/575E8783 2000-02-07
     Key fingerprint = 90B2 0989 447C 4AB9 1DB5  E90C C0A9 9F2D 575E
