yeah, it shows up when i ask to view it (View->Toolbars->Bookmarks Toolbar), there's just nothing in it. 

When I go to Manage Bookmarks, however, there ARE bookmarks in the Bookmarks Toolbar Folder, and I'm unable to delete that folder (which is a good sign, right?) 

That means it's protected and therefore the right folder, right?

Silly question, but, do you have the bookmark toolbar enabled? (right
click beside "Help" in the menu bar and make sure it's checked)
