Yes. (Well, unless you have a dual core chip.)

Probably. Depends on other factors with the system configuration. I can 
burn a DVD and watch a movie at the same time with a single CPU.

You don't assign processes to a CPU. (At least, not normally.) The 
process scheduler in the OS deals with that.
