Disclaimer - I don't use VIM. The vimrc file is just your configuration setup for VIM - correct? If so, then why care if it's encrypted or not - I would think there wouldn't be any passwords in there, or anything sensitive...
But, the question RE encrypted attachments is interesting. I'm assuming this would be dependant on the client, but... I believe attachements are converted to text (base64 or similar), and then that text is part of your email. So it would stand to reason that the attachment would be encrypted as well. But I can imagine some clients only encrypting the body of the message for the sake of performance. On the otherhand, you didn't really say how you were encrypting the mail. GPG? SSL/TLS connection? etc. That would play a factor in just what is happening. My thoughts....
