I've sent Jim a private message regarding this. Situation should be resolved shortly.
For reference, the current site is being bombarded by spammers and automated scripts to create user accounts. So the default action now is to block all new accounts. This problem will disappear with the new website (coming to a web server near you soon!), as it forces a confirmation email to be replied to before the account is created. That and we'll be adding a captcha type of verification tool to the signup pages...
