I understand that MS has been pressuring/bribing larger ISPs to move to 
Windows servers.  There was something about this in SlashDot a few 
months ago.  The end result is that only a handful of physical servers 
are affected, but these servers host hundreds of websites each.  So, 
this would appear to be a case of "ballot stuffing", just like we're 
seeing happening with the OOXML discussions 
(http://www.groklaw.net/article.php?story=20070723235113424).
