For the microcontroller workshop, I'm aiming for a >$50 price tag
including programmer.  Being able to use Linux to program it is not a
main priority, as I have zero experience in that area.

The Arduino looks like it'll be $60 inculding a programmer at the
cheapest, so it may be an option.

I was thinking something more along these lines for the workshop:

At $20 for everything, it's hard to say no!

That said, I'm open to using the atmegas, but I haven't seen a
complete development environment for < $50 yet.  If you see one, let
me know!
