Sorry, can't be targeted... I've never been able to run any of the
apps I've wanted to under wine :-( so here are some generic
suggestions you may or may not have considered:

- A small virtual machine of 3.1 or 95?  Qemu may even suffice.  DOS +
3.1 should fit into 100MB easy.  For that matter, a virtual machine of
98 or XP can be a very good resource to have handy at all times (on a
USB stick, for example,) and may be easier to obtain legally.
- DOSBox may be an option, but I have no idea how much 3.1 support it
has under Linux (since I've never used DOSBox at all...)
