Generally any modem will be able to send faxes (you can even use a cellphone), however I would strongly recommend not using a 'WinModem' - apart from being the devils spawn, they are not well supported by Linux. You should be able to pick up a 'hardware' modem (external box with a serial port) at any garage sale/charity shop for next to nothing. Regarding software, it depends on how complicated you wish to get.
