Blame TeleAtlas/NaviTec.... I'd be pretty sure that they have the photos, but don't have the road map in order to tie it into the StreetView images. Today they have dropped TeleAtlas as their map provider for the US and are using their own copyrighted data (derived from State data and their own StreetView stuff). http://google-latlong.blogspot.com/2009/10/your-world-your-map.html Eventually they will have their own map of the planet.
