There's lot's of existing IRC servers that could bee put to service. For #yyc-linux we've used Freenode. I don't know if they are tech only, but simply pulling up the listing of servers in Xchat will show a whole lot of possible hosts.
I'm not sure what you're expecting of the bot, exactly. If it's just for giving op status, ChanServ should be perfectly adequate (on Freenode just type "/msg ChanServ help"). I wish I could start a hive, but I'm in an apartment building.
