I think the only good way of doing vector graphics in clutter is with
cairo. You can set up a clutter-cairo actor and draw into that, and
here's a post that claims to be able to render svg files with cairo:
http://cairographics.org/pyrsvg/ though I haven't tested it to see if
it works or not, it's worth looking into.

Of course, if you aren't already using libsrvg/svg files, you can just
use clutter-cairo to draw your vector graphics.
