I guess they are, if you mean MS Visual Studio. If you want to use clutter in 
c++ you need the bindings (included in the source).

Overall Im not familiar with a clutter+visual studio pipeline and really cannot 
speak, but Im also interested and anyone with experience is welcome to share 
knowledge!

If you a beginner, like I am, in clutter and its related technologies, I can 
tell you msys/mingw is not that scary or hard. 
The best part is that all the online info about clutter and its related techs, 
all being with linux origin, can be applied to msys, which helped me a lot.
