Well, the documentation is "The OPTIONS argument specifies command line arguments to pass to the configuration tool."
So I'd say it's more of a code bug and should be fixed in the code if possible. On the CMake command line we would accept either "-DCMAKE_..." or "-D" "CMAKE_..."
