Oops, forgot to finish writing this. With the policy, the required tll signature, and new property, the implementation is never the interface for shared libraries. Static libraries are already handled by the existing code by populating the interface property with the evaluated libraries since commit 77d26467 (Allow generator expressions in LINK_INTERFACE_LIBRARIES., 2013-01-04).
